The exchange built its early pitch in part around support from big-name backers, attracting investments from BlackRock Inc. and Citadel Securities, and followed that with a second round of fundraising led by JPMorgan Chase & Co., while the NYSE and Nasdaq have responded with Texas-based venues designed to expand their reach in the state.
