The Cabinet has approved measures to expedite budget disbursement and public spending for fiscal year 2027, as proposed by Dr. Ekniti Nitithanprapas, Deputy Prime Minister and Minister of Finance. For fiscal year 2027, total public funds amount to 4.31 trillion baht, comprising 244 billion baht carried over from fiscal year 2026, 3.79 trillion baht in the annual expenditure budget for fiscal year 2026, and 279 billion baht in state enterprise investment budgets. The measures set targets for disbursement of at least 75% of the capital expenditure budget, at least 98% of regular expenditure, and at least 93% of overall expenditure. They also require that commitments for capital expenditure, regular expenditure, and overall expenditure reach 100%, and that state enterprise investment disbursement be no less than 95% of the investment framework. For capital expenditures that cannot be committed by March 31, 2027, the Bureau of the Budget will prepare a draft budget transfer bill to apply to projects that are more ready. Meanwhile, state enterprises must accelerate front-loaded disbursement of at least 60% of their annual investment framework within the first two quarters, and investment disbursement results will be included as part of the performance indicators for their top executives.
