The State Council executive meeting decided to approve four nuclear power projects totaling eight units: the second phase of the Jinqimen Nuclear Power Plant in Zhejiang, the third phase of the Taipingling Nuclear Power Plant in Guangdong, the first phase of the Zhuanghe Nuclear Power Plant in Liaoning, and the first phase of the Laiyang Nuclear Power Plant in Shandong. This marks the first nuclear project approval of 2026 and the first batch approved during the 15th Five-Year Plan period. Total investment for these new projects will exceed 170 billion yuan. Boosted by the news, the nuclear power concept sector in the A-share market surged against the overall market trend. China Nuclear Engineering, LBT, Jiangsu Shentong, and Zhongyan Technology hit their daily limit up, while Western Metal Materials, Dongfang Electric, and China National Nuclear Corporation Technology followed with gains. China Galaxy Securities estimates that the eight domestically produced million-kilowatt third-generation nuclear units involve investment of over 170 billion yuan, which could drive total output of related industrial chains to approximately 500 billion yuan, directly benefiting the entire chain including nuclear equipment manufacturing, nuclear island construction, nuclear fuel cycle, and operation and maintenance. Caitong Securities believes this approval confirms the trend of large-scale and regularized nuclear power construction during the 15th Five-Year Plan period, continuously strengthening the sector's medium- to long-term prosperity and growth certainty.
SpaceX Seeks $40B Apollo-Led Financing for Nvidia Chips
SpaceX is reportedly seeking about $40B to finance a major Nvidia chip purchase, with Apollo Global Management expected to lead the financing. The package could include roughly $10B of bank loans and $30B of investment-grade debt, the Financial Times reported, adding another large financing commitment to the AI infrastructure buildout. Separately, David Ellison said technology will be central to Skydance's strategy following the completion of its $110B acquisition of Warner Bros. Discovery, noting in a memo obtained by Business Insider that technology is changing how content is created, distributed, and consumed. Constellation Energy jumped 12.2% Tuesday after announcing a 20-year power purchase agreement with Google tied to 890 MW of additional nuclear generation, lifting Talen Energy, Vistra, and NRG Energy by 12.4%, 10.7%, and 7%, respectively, while the State Street Utilities Select Sector SPDR rose 3%. Chevron agreed to sell interests in Hess Midstream and its DJ Basin crude midstream assets as it restructures related contracts, with revised Bakken agreements expected to cut midstream costs for its Bakken operations by roughly half. Ray Dalio warned the AI investment cycle is approaching a point where rising interest rates and heavy borrowing could trigger a reversal.
Talen Energy Sets 2027 CEO Transition as Nutt Succeeds McFarland
Talen Energy Corporation will hand its top job to President Terry L. Nutt, who becomes CEO and joins the Board on January 1, 2027, while current CEO Mark "Mac" A. McFarland steps down then and serves as Senior Advisor until his retirement on March 1, 2027. The planned handover puts a finance-focused leader with deep energy trading and nuclear exposure in charge of Talen's power, PPA and infrastructure ambitions. The company has also sharply expanded its buyback authorization to US$3,000 million, a move that leans on concentrating future adjusted free cash flow over a smaller share base. Talen's narrative projects $5.8 billion in revenue and $1.6 billion in earnings by 2029, requiring 15.6% yearly revenue growth and a $1.8 billion earnings increase from -$185.0 million, while the most optimistic analysts penciled in around US$6.3 billion of revenue and US$2.7 billion of earnings by 2029. Investors are weighing that contracted cash flow story against prolonged PPL price discounts and evolving PJM rules that could affect the cash engine funding the repurchases.

Morgan Stanley cuts Engie price target to €29, keeps overweight rating
Morgan Stanley kept its overweight rating on Engie but cut its price target to €29 from €31, while lowering its targets on Veolia and Voltalia, as French utility shares fell on a widening French-German bond yield gap. The brokerage expects Engie to report 2026 recurring net income in the top half of its €4.9 billion to €5.5 billion guidance range, and forecasts 2026 recurring net income of €5.33 billion, about 2% above consensus and 3% above the midpoint of that range. Its 2027-29 estimates are about 6% above consensus, and it sees average total shareholder returns of about 12% over 2026-29. Morgan Stanley identified three potential catalysts: the value of Engie's French gas networks, an update on talks over a Belgian nuclear deal, and new asset sales under the company's €6 billion 2026-28 plan. It kept Veolia at equal-weight but cut its price target to €35 from €38, and raised Voltalia to equal-weight from underweight after a 40% share price fall, cutting its target to €5 from €7. Engie is due to report nine-month results on Nov. 5.

Constellation Energy and Google Sign 20-Year Nuclear Power Deal
Constellation Energy unveiled a 20-year power purchase agreement with Google supporting the addition of 890 MW of new nuclear generation through uprates of 11 existing reactors, sending its shares up 12.2% on Tuesday as one of the top two gainers on the S&P 500. The deal is the largest-ever uprate project between a nuclear power provider and a tech company, and will provide additional power to the grid roughly equivalent to building a large new reactor. Along with the nuclear deal, which will be backed by $4.3B in new investment by Constellation, the two companies also entered into a 15-year supply agreement for another 2,700 MW across the PJM power market. KeyBanc analyst Sophie Karp said the news validates a key pillar of her bullish case for the stock, calling it high-quality, low-risk growth that enhances earnings visibility and derisks the company's capital deployment strategy. Constellation's news lifted other power producers, with Talen Energy up 12.4%, Vistra up 10.7%, and NRG Energy up 7%, while the State Street Utilities Select Sector SPDR ETF jumped 3%.

Google Partners with Constellation on Nuclear Power, to Buy Electricity for 20 Years
Google and major U.S. power producer Constellation Energy announced on the 6th that they have agreed to partner in the nuclear power business. Under the deal, Google will purchase for 20 years the additional generating capacity created by investment in nuclear plant equipment, aiming to secure electricity for data centers being built amid the expansion of artificial intelligence use. According to the announcement, Constellation will increase the generating capacity of 11 reactors it owns in the Midwestern state of Illinois and the Eastern states of Pennsylvania and New Jersey. Constellation will make more than 4.3 billion dollars in new investment, which is expected to create about 7,200 jobs during the construction period.
Black Hills to invest $1.8B in Google data center power deal
Black Hills Corporation announced definitive agreements to serve a planned Google data center in Cheyenne, Wyoming, sending its shares up 5% in after-hours trading Tuesday. The utility will invest $1.8 billion in new natural gas generation between 2027 and 2029, providing up to 590 megawatts of grid-connected energy service and managing 2.1 gigawatts of third-party contracted resources through a private microgrid under agreements running through 2048. Black Hills plans to construct 564 megawatts of company-owned natural gas generation at its existing Cheyenne Prairie Generating Station, with the remaining 26 megawatts supplied through market energy purchases and retail utility service. The project is expected to contribute approximately $150 million of net income in 2030 and generate approximately $2.4 billion of unlevered free cash flow through 2048, net of the $1.8 billion capital expenditure. Google will bear all costs associated with serving the data center and has provided Black Hills with $399 million in refundable advances for procurement of long-lead-time equipment, which the company expects to reimburse by June 30, 2027. Energy service is planned to begin in late 2027 and ramp to peak load in 2030.
