Participants included the heads of state of The Bahamas, Chile, the Dominican Republic, Guyana, Panama, Paraguay, Suriname, and Uruguay, as well as Colombian Vice President José Manuel Restrepo, Guatemalan Minister of Planning and Programming Carlos Mendoza Alvarado, Bolivian Minister of the Presidency Fernando Aramayo, and Brazilian Minister of Management and Innovation Esther Dweck.
