A 50/50 joint venture between OKX and ICE, the parent company of the New York Stock Exchange, has filed to launch 24/7 tokenized US stock trading under the SEC's proposed five-year innovation exemption, the first major attempt by anyone to use that exemption. Qualcomm and Arm open new trial over chip testing tools
Qualcomm and Arm Holdings began a new trial on Monday, with Qualcomm claiming Arm withheld chip testing tools required under their contract. Excise Department Confirms 2% Sin Tax Will Not Be Abolished, Plans to Channel 14 Billion Baht a Year into National Budget
The Excise Department has confirmed that it will not abolish the 2% additional excise tax, or On-top 2%, levied on liquor and tobacco products, following reports that the government would cut the tax to benefit business groups. Mr. Pornchai Theeravej, Director-General of the Excise Department, said the government will restructure the tax by issuing a ministerial regulation under the Excise Tax Act B.E. 2560 (2017) to raise the standard excise rate on liquor and tobacco by an equivalent amount immediately, while proposing a bill to the legislature to end the direct transfer of the 2% additional tax into funds, so that all the money flows into the treasury as state revenue. Mr. Ekniti Nitithanprapas, Deputy Prime Minister and Minister of Finance, has assigned the Excise Department to study the approach, which will not add to the burden on operators because they will still pay tax at the same rate; only the route of the money into the fiscal system will change directly. As a result, the four agencies and funds that previously received direct allocations, namely the Older Persons Fund, the National Sports Development Fund, the Thai Health Promotion Foundation, or ThaiHealth, and the Thai Public Broadcasting Service, or Thai PBS, must enter the annual budget request and approval process under the Budget Procedure Act B.E. 2561 (2018), like other government agencies. Statistics for the four fiscal years 2565–2568 (2022–2025) show that these four agencies and funds received a combined total of 58,031 million baht from the sin tax, or an average of more than 14,000 million baht a year. The Older Persons Fund received the most at 17,517 million baht, the National Sports Development Fund 16,299 million baht, ThaiHealth 16,169 million baht, and Thai PBS 8,046 million baht. The bill was proposed by members of the House of Representatives from the Bhumjaithai Party. It is currently undergoing public consultation in the House of Representatives and must be submitted to the Cabinet for consideration in the next step.

BIS General Manager Warns Central Bank Crisis Response Growing More Complicated by Rising Debt
Bank for International Settlements General Manager Pablo Hernandez de Cos said on the 5th that central banks will continue to play a central role in responding to financial crises, but that rising public debt and changing market conditions will make their task more difficult and more controversial. CAAT, Transport Ministry and Thai Chamber of Commerce Push to Unlock Air Cargo, Eye Explosive-Detection Dogs
The Air Cargo Subcommittee, the Thai Chamber of Commerce and the Board of Trade of Thailand met Deputy Prime Minister and Minister of Transport Phiphat Ratchakitprakarn to discuss ways to improve the efficiency of air cargo management, after Thailand's air cargo volumes continued to grow and caused congestion at some stages of the shipping process. The Civil Aviation Authority of Thailand, or CAAT, the Office of Transport and Traffic Policy and Planning, and Airports of Thailand Public Company Limited, or AOT, joined the discussion on 5 October 2026. For urgent measures, the Board of Trade of Thailand proposed bringing in explosive detection dogs, or EDD, to support the cargo screening process in order to increase capacity to handle rising cargo volumes while maintaining aviation safety standards. For long-term measures, it proposed developing a security system for air cargo in line with international standards by promoting Known Consignor, or KC, and Regulated Agent, or RA, systems so that cargo inspection and security begin at the point of origin, helping reduce the burden and congestion at downstream stages. It also proposed setting up a joint working group among the relevant agencies to monitor and drive the various measures so they produce concrete practical results. CAAT and AOT explained that they are currently preparing to bring explosive detection dogs into use to support cargo screening, and that in the first phase they may seek support from AOT first, while discussing with relevant agencies how to increase the number of dogs to meet future demand. AOT, meanwhile, is developing an air cargo management system and will coordinate closely with the Thai Chamber of Commerce. The Minister of Transport has assigned the Permanent Secretary of the Ministry of Transport to chair the working group in order to monitor and drive joint operations continuously, aiming to fix the system's limitations in the urgent term alongside laying out a long-term system to support the growth of air cargo and concretely raise the efficiency of Thailand's air cargo transport system.

Tom Lee Predicts Ethereum Will Break $5,000 by Year-End, Eyes $60,000 Within a Few Years
Tom Lee, head of research at Fundstrat and chairman of Bitmine, said in an interview with Coinage that Ethereum will set a new all-time high and surge above $5,000 before the end of this year, and he sees the potential for it to reach $60,000 within the next few years, citing past price cycles in which it climbed from below $100 at the end of 2018 to nearly $4,900 in 2021. The Securities and Exchange Commission, or SEC, together with the Asian Development Bank, the Credit Guarantee and Investment Facility, the International Finance Corporation, the Global Green Growth Institute and the Thai Bond Market Association, or ThaiBMA, held a seminar titled "Financing the Shift: Unlocking Capital for Thailand's Transition to Net Zero" to drive transition finance in Thailand's capital market, with around 120 participants, on 5 October 2026. The SEC stated that in 2026 it issued regulations to support the issuance and offering of transition bonds and yellow-activity bonds under the Thailand Taxonomy standard, in order to broaden fundraising options for projects that support the transition, alongside enhancing disclosure for sustainability bonds. Professor Dr. Pornanong Budsaratragoon, Secretary-General of the SEC, said capital market mechanisms will help businesses access funding for a concrete transition to a low-carbon economy. Warren and Hawley Open Senate Probe Into Insurers' Zero-Payout Claims
Sens. Elizabeth Warren and Josh Hawley have opened a probe into how leading home and auto insurers process claims, following a Wall Street Journal investigation into the rising chances of no payout. Warren, a member of the Senate Banking Committee, and Hawley wrote Friday to six of the biggest insurers, seeking data and explanations for the increasing risk faced by many Americans that a claim will result in no payment. The letters ask State Farm, Allstate, and others to disclose the breakdown of home and auto claims they have closed without payment, including how many were formally denied. The senators said the findings raise serious questions about whether consumers can trust their insurance companies to hold up their end of the bargain when disasters or emergencies occur, and questioned whether companies are using increasingly aggressive claims-handling practices, including tactics to delay payments, to drive up profits. U.S. property and casualty insurers reported $31.2 billion of underwriting profits for the first half of this year, nearly triple the $10.9 billion for the same period last year, according to a report last month from rating firm AM Best, which said higher premiums and lower payouts on claims helped drive the profits upturn. Takaichi pledges to cut food consumption tax without issuing new bonds
