The working group, chaired at the time by White House crypto advisor David Sacks, later proposed sweeping regulatory changes covering digital asset markets, banking, stablecoins and taxes. The Trump administration has also rolled back or changed many crypto policies from the Joe Biden era, established a government bitcoin reserve, and pushed Congress to create a more comprehensive federal framework for digital asset regulation. Hassett has said he did not take part in crypto-related matters while ethics officials were considering how to handle his investments, and when CNBC asked about the shares in June 2025, he said he had not sold them because he did not want to create the appearance of timing a sale for his own benefit, adding that he had received guidance from ethics officials and was still weighing what to do, and that in the meantime he had recused himself from any consideration or work related to crypto. White House spokesman Kush Desai said that from day one Hassett has fully complied with all ethics requirements, including recusal from all crypto-related matters. Virginia Canter, chief counsel and director of ethics and anti-corruption at the Democracy Defenders Fund, who previously served as an ethics lawyer at the U.S. Securities and Exchange Commission, said Hassett's Coinbase holding raises serious concerns about a conflict of interest, or at least the appearance of one. The issue has drawn more attention because crypto has become one of the signature policies of the second Trump administration, while digital asset businesses have also become a major source of personal income for Trump, who reported more than $1.4 billion in revenue from his family's crypto businesses in 2025, including ventures tied to World Liberty Financial. Coinbase, for its part, has played a major role in pushing for a new U.S. crypto regulatory framework. Just over a month after Trump took office, the SEC ended its enforcement case against Coinbase in a way that prevents the original claims from being refiled, saying the decision was aimed at supporting broader improvements to crypto regulation and was not based on an assessment of the facts of the Coinbase case. Coinbase was also a major financial backer of the Fairshake super PAC and its network in the 2024 elections and has announced it will contribute an additional $25 million ahead of this year's midterm elections. Coinbase CEO Brian Armstrong told CNBC on Thursday that the Clarity Act is positioned to win approval ahead of a key Senate vote expected on September 15, adding that even if the bill fails, rulemaking by the SEC and CFTC will help bring more regulatory clarity to the crypto industry, and stressing that the U.S. will get regulatory clarity one way or another.

Japan's FSA Publishes List of Unregistered Crypto Operators, Including IZAKA-YA and Bybit

On October 7, Japan's Financial Services Agency updated its advisory page on transactions with unregistered operators, adding IZAKA-YA and Bybit's operating company to its warning list of crypto asset exchange operators. The warnings against both services had already been published previously, and the list compiles past warnings; it does not indicate the current operating status of the listed operators. IZAKA-YA was warned by the FSA on September 1 for conducting unregistered crypto asset exchange business with Japanese residents, and on September 17 it announced the termination of services for Japanese residents, halting new member registrations and new lending applications. Warnings against Bybit total three, in May 2021, March 2023, and November 2024, and the company also announced on December 22, 2025 that it would end services for Japanese residents and impose phased account restrictions. Even operators based overseas must register under Japanese law to conduct crypto asset exchange business with Japanese residents, and the FSA has received reports of withdrawals being refused or high fees being charged in transactions with unregistered operators.

SEC files charges against Assure Technology and 4 others over illegal Vcex.io platform, orders block from 7 November 2026

The SEC has filed charges against Assure Technology Co., Ltd. and five related individuals with the Economic Crime Suppression Division, alleging they operated the digital asset trading platform Vcex.io without a licence. The SEC has also notified the Ministry of Digital Economy and Society to block access to the platform starting 7 November 2026. The SEC's investigation found that between 24 December 2021 and 2 September 2022, Assure Technology Co., Ltd., Siwanat Yamdee and Pimchaya Wattanakulyothin jointly provided the Vcex.io platform, on which users could match buy and sell orders or exchange digital assets. The platform charged fees as a normal course of business, offered services in Thai, and promoted itself through activities in Thailand and online channels, amounting to a violation of Section 26 of the Emergency Decree on Digital Asset Businesses B.E. 2561 (2018). At the time of the alleged offences, Yutthana Srisuriyaporn, Siwanat Yamdee and Keerati Prasanthai held positions as authorised signatory directors and were responsible for the company's operations, and are therefore liable alongside the company under Section 94 of the same decree. The five accused are Assure Technology Co., Ltd., Yutthana, Siwanat, Keerati and Pimchaya. The case will now proceed through the investigation stage by inquiry officers, the prosecutor's decision on whether to indict, and the court's consideration, in that order. The SEC also warned the public to be cautious about using services from unlicensed digital asset businesses, as they are not protected by law and carry risks of fraud as well as money laundering.
