Verra Mobility Names Jon Newhard CEO as Shares Fall 2.8%
Verra Mobility announced the appointment of Jon Newhard as President and Chief Executive Officer, effective November 1, 2026, sending shares of the traffic solutions company down 2.8% in the afternoon session. Newhard brings more than two decades of leadership experience in transportation and mobility, having previously served as Chief Executive Officer of Yunex Traffic GmbH. The stock was trading at $2.85, down 4.8% from the previous close. The move comes after Verra Mobility's shares dropped 72.7% four months ago when major customer Avis Budget Group terminated its service agreement effective September 2026; Avis accounted for over 10% of Verra Mobility's revenue in 2025, and the company now expects the termination to reduce annualized revenue by $135 million to $145 million and segment profit by $120 million to $125 million. Verra Mobility cut its full-year revenue forecast to a range of $985 million to $995 million, prompting downgrades from analysts at Deutsche Bank and Baird. The stock is down 87.3% since the beginning of the year and trades 88.5% below its 52-week high of $24.79 from October 2025.

Tesla Faces September 30 Deadline on Cybercab Federal Inquiry
Tesla must answer federal questions about its Cybercab certification by September 30, a deadline that puts its robotaxi ambitions under a regulatory spotlight. Shares were down approximately 3.0% at $360.69 at 11.26am ET on September 28. After Cybercabs entered service in Austin, NHTSA opened an inquiry into how Tesla certified a vehicle without traditional human controls, examining the company's technical data and its interpretation of federal safety standards; the inquiry has not established a violation. At $360.69, Tesla traded 7.87% above its $334.39 GF Value estimate. A response by September 30 may answer the regulator's questions, but investors still need evidence that Cybercab can clear scrutiny, scale production and attract paying riders.

Transport Ministry teams up with Huawei to study technology and AI to upgrade Thai transport and logistics
The Ministry of Transport has joined hands with Huawei Technologies (Thailand) Co., Ltd. to study the feasibility of applying technology and artificial intelligence to upgrade Thailand's travel and logistics systems. Deputy Prime Minister and Minister of Transport Phiphat Ratchakitprakarn gave David Li, Chief Executive Officer of Huawei Technologies (Thailand) Co., Ltd., along with a delegation of executives, the opportunity to meet to exchange knowledge and discuss ways to apply technology in line with the country's transport infrastructure, in order to improve safety, reduce the steps and time involved in travel and transport, and raise the level of service to the public. The ministry has assigned the Office of Transport and Traffic Policy and Planning, together with the Department of Rail Transport, to work with Huawei and relevant agencies to set up a team to study the feasibility and define pilot projects, focusing on two main tasks: linking freight transport from the rail system to ports, or Rail-Port, and managing passengers and cargo in airport systems, or Passenger & Cargo, which will use AI and data analytics to help manage passenger flow and the handling of cargo in cargo areas. This approach builds on trials of technology in certain missions, such as using data analytics and AI systems to manage passenger flow at airports and studying ways to improve safety at railway crossings. At the same time, there is also the idea of developing an Integrated Transport Command Center to link data across road, rail, water and air transport, as well as exchanging communications technology data for future railway systems, or FRMCS, and approaches to applying 5G technology to transport systems. The ministry will consider these based primarily on standards, safety, suitability with existing systems, and the value of the investment. The Ministry of Transport and Huawei are currently preparing a framework for cooperation in information and communications technology covering five main areas: developing ICT personnel, upgrading digital infrastructure, applying digital technology in the transport sector, improving the efficiency of administration and data integration, and promoting innovation and research. The details of projects under the cooperation framework will need to be studied jointly in each area.

Belgian Road-Safety Group Finds Tesla FSD Misread Speed Limits in Brussels Tests
Belgian road-safety group Johanna.be said Tesla's Full Self-Driving system exceeded the legal speed limit in 55% of tested 30-km/h road segments in Brussels and repeatedly attempted to overtake cyclists where the maneuver is prohibited. The group tested FSD over about 400 kilometers across three days in July, focusing on 30 km/h zones, residential areas, and cycle streets, and found the system averaged 44 km/h in the tested 30-km/h segments where it exceeded the limit, while also exceeding the 20 km/h limit in 42% of tested residential areas. Johanna.be said FSD often recognized 30-km/h signs but then displayed a 50-km/h limit to the supervising driver, describing it as akin to a passenger constantly reassuring the driver that the speed limit is 50 km/h in nearly every 30-zone through which they pass. The group said the system generally behaved cautiously around pedestrians and cyclists and often yielded proactively, despite the rule violations documented during the tests. The NGO submitted its findings to Dutch regulator RDW and the Flemish transportation ministry on September 7, urging them to reassess Tesla's approvals, with the report published ahead of an EU vote on wider approval of FSD currently planned for October 6.

Cabinet approves Thailand-Japan transport MoU to use AI in tackling road safety
The Cabinet meeting approved a draft memorandum of cooperation between the Ministry of Transport of the Kingdom of Thailand and Japan's Ministry of Land, Infrastructure, Transport and Tourism, or MLIT, covering plans, policy, traffic technology and road safety management. It also approved the Minister of Transport or a designated representative as the Thai signatory. Miss Ploytalay Laksameesangchan, Deputy Government Spokesperson, disclosed the outcome of the meeting. This draft memorandum was drawn up to expand cooperation and replace the previous memorandum on plans, policy and traffic technology that expired on 25 May 2026, adding a cooperation framework on road safety and bringing in artificial intelligence and other modern technologies to help solve problems, as well as exchanging information on the maintenance of roads and bridges, especially in heavily congested or key areas.
Tesla Wins Czech Provisional Approval for Full Self-Driving
Tesla moved higher Monday after the Czech Republic granted provisional approval for the automaker's Full Self-Driving system, clearing the way for a rollout in the country. Czech authorities said additional European operating data, experience from other markets, and monitoring measures helped address earlier concerns tied to speed-limit compliance and driver supervision. Tesla said on X that deployment of the system in the Czech Republic is expected to begin soon. The approval follows a similar authorization by Dutch regulator RDW earlier this year and adds to a growing list of European countries allowing the software under provisional frameworks. Tesla shares climbed about 2.7% in recent trading.
Musk Plans 200 mph Boring Tunnel From Austin to San Antonio
Elon Musk is pushing The Boring Company toward its biggest transportation test yet, saying the tunneling startup is planning a high-speed link between Austin and San Antonio capable of exceeding 200 mph. The concept could cut an roughly 80-mile journey to less than 30 minutes, but the announcement also exposes the enormous gap between Musk's intercity Hyperloop ambitions and what Boring has proven commercially so far. Musk said traffic can stretch the Austin-to-San Antonio journey to as long as 2.5 hours, and the proposed tunnel would serve as a precursor to his long-discussed Hyperloop concept, though no route, construction budget, financing structure or completion date has been disclosed. The company says its Vegas Loop has carried more than 4 million passengers through 14 stations, and authorities have approved an eventual 68 miles of tunnels and 123 stations, while the original Las Vegas Convention Center system totaled just 1.7 miles and cost about $47 million. Boring raised $3 billion earlier this month at a $23 billion valuation, giving it additional funding to expand its tunneling technology beyond Las Vegas.
Transport Ministry pushes ahead with common ticket, starting 1 Jan 2027, fares 17-45 baht
The Office of Transport and Traffic Policy and Planning, or OTP, is pressing ahead with the common ticket system under the Common Ticket System Management Act of 2025, with all 20 subordinate laws related to the regulation and management of the common ticket system due to take full effect in November 2026. The goal is to begin using the common ticket under a joint fare structure with all electric train lines, with fares starting at no more than 17 baht and capped at no more than 45 baht per trip, from 1 January 2027. Under the plan, it will expand to buses, passenger boats and Transport Co. buses in 2028-2030, using EMV cards and full Thai ABT (QR), or a single ticket covering electric trains, buses, passenger boats and Transport Co. buses, connecting every system seamlessly. In line with the resolution of the Land Traffic Management Commission at its 2/2025 meeting on 3 December 2025, the Mass Rapid Transit Authority of Thailand, or MRTA, is to be the sole state agency responsible for managing electric train projects holistically. The transfer of the Green Line, Gold Line and Red Line electric trains, along with their revenues and debt burdens, to the MRTA is underway. Meanwhile, the Bangkok Metropolitan Administration has said it will submit the Green Line and Gold Line to the Bangkok Metropolitan Council for consideration this September. As for the Red Line and Airport Rail Link, which are projects of the State Railway of Thailand, or SRT, under the Railway Act, the law states that railway assets cannot be transferred, so the SRT must remain the owner of the projects. However, it will transfer the rights to manage train operations, revenue collection and maintenance to the MRTA instead. Earlier, the MRTA and the BMA were assigned to negotiate with operators over the joint fare of 17-45 baht per trip, specifically how much each line should be compensated, in order to set the compensation framework under the common ticket fund. The initial compensation budget is around 5 billion baht per year, which will be proposed to the Cabinet for use of central funds, since the OTP's common ticket fund has no accumulated money. Another approach is to borrow part of the money from the MRTA into the common ticket fund.
Tisco recommends buying BEM with a target of 8.80 baht, hold BTS with a target of 3.00 baht
Tisco Securities has issued an analysis of shares of Bangkok Expressway and Metro Public Company Limited, or BEM, and shares of BTS Group Holdings Public Company Limited, or BTS, maintaining a buy recommendation on BEM with a target price of 8.80 baht, making it one of its top picks, and a hold recommendation on BTS with a target price of 3.00 baht. The research team said BEM's positive factors come from contractual toll increases, the Double Deck project, and the eastern Orange Line electric train scheduled to open in January 2028. The increase in tolls on the Si Rat Expressway to the Bangkok Outer Ring Road, or SOE, this December has already been included in estimates, while the common ticket system in January 2027, the Double Deck construction work, and the M&E systems work for the southern Purple Line have not yet been included in estimates. In the first eight months of this year, expressway traffic grew 0.8% year on year, while passenger numbers on the Blue Line electric train grew 2.0% year on year. The SOE toll will rise by 15 baht to 80 baht per trip from December 15, 2026, which will add about 342 million baht in revenue per year. For BTS, the research team maintained its estimate for the 2026/27 fiscal year of a net loss of 2.46 billion baht, in line with the first quarter of the 2026/27 fiscal year, when the net loss was 728 million baht, and expects continued losses in 2028/29, with no dividend payments during that period. The estimates do not yet include the impact of asset sales and SG&A reduction measures.
Tesla's Cybercab Faces NHTSA Probe Over Missing Steering Wheel and Pedals
Tesla's new Cybercab robotaxi has drawn a federal probe from the National Highway Traffic Safety Administration after hitting American roads for the first time earlier this month. The two-seat vehicle has no steering column, gas or brake pedals, and no LiDAR or radar sensors, relying only on cameras and AI, and it also lacks standard rear-view and side mirrors. A first fleet of 45 Cybercabs began operating in Austin, Texas, after a September 4 kickoff, and the NHTSA is now investigating whether the model meets Federal Motor Vehicle Safety Standards covering controls, displays, braking and acceleration. The agency said it fully supports safe development of automated vehicles but must ensure all laws are followed, and it is examining how much Tesla's self-certification depended on determinations that certain standards are inapplicable to the Cybercab. Tesla has until September 30 to demonstrate under oath how the model adheres to federal standards essential to its legal sale and commercial use in the U.S., and it could face steep fines, enforced quality monitoring or design directives if the vehicle falls short.

Ferrovial-Led Consortium Wins $9.2B I-24 Choice Lanes Project in Tennessee
Ferrovial announced on August 19 that it has been selected to deliver the I-24 Southeast Choice Lanes, a 26-mile project running between Nashville and Murfreesboro, at a price tag of $9.2 billion. The project is the largest single capital investment in Tennessee's history and the state's first public-private partnership, and Ferrovial is not carrying it alone, since its DriveTN consortium also counts Transurban and Tikehau Star Infra as partners. Ferrovial's July 28 results showed adjusted EBITDA up 21.6% on a like-for-like basis to €746 million over the first six months of the year, with U.S. highways doing most of the lifting, and the construction order book reached an all-time high of €18 billion. Net profit for the first half of 2026 came in at €258 million, versus €540 million for the same period of 2025, a comparison made harsh by capital gains from asset rotation in the earlier figure. Ferrovial ended the first half with €1.3 billion in net cash, excluding infrastructure projects, and has finished funding the $1.1 billion in equity it pledged for New Terminal One at JFK, where construction is 92% complete.
DeNA's Q1 Net Profit Jumps 198.5% to 33.4 Billion Yen, Lifted by GO Listing Gain
DeNA's first-quarter results for the fiscal year ending March 2027, announced on August 5 under IFRS on a consolidated basis, showed revenue of 37.166 billion yen, down 10.9% year on year; operating profit of 7.411 billion yen, down 46.3%; pre-tax profit of 49.753 billion yen, up 213.5%; and net profit of 33.438 billion yen, up 198.5%. The main reason for the operating profit decline was the reaction to the game app Pokémon Trading Card Game Pocket, launched in October 2024, which had greatly boosted results in the same quarter a year earlier; revenue in the games business came to 12.12 billion yen, down 33.2%, and segment profit was just 3.826 billion yen, down 62.0%. Net profit, meanwhile, grew sharply because the taxi-hailing app GO, an equity-method affiliate, listed on the Tokyo Stock Exchange Growth Market. In addition to selling part of its stake, DeNA revalued its remaining holding at fair value, booking 39.517 billion yen in equity-method investment gains and losses, bringing equity-method investment profit to 40.571 billion yen. By business, the sports and smart city segment performed strongly with revenue of 13.216 billion yen, up 16.0% year on year, and segment profit of 4.551 billion yen, up 24.4%, surpassing the games business's segment profit of 3.826 billion yen and driving first-quarter earnings. The company also announced on August 24 the details of its shareholder benefits for the fiscal year ending March 2027, with a record date of September 30, adding a THE LIVE CENTRAL BAR digital drink coupon to the five types of benefits based on the number of shares held.

KTB Wins Role as Clearing House for Common Rail Ticket, Target Price 46 Baht
Phillip Securities stated that KTB will serve as the clearing house for the common rail ticket project, after the Ministry of Transport confirmed that from January 1, 2027 onward, rail commuters will use a common ticket fare system across all rail lines, all colors, and all routes at prices of 17 to 45 baht. The government will bear the cost of compensating passengers for the fare difference on journeys that actually exceed 45 baht, without directly reimbursing operators, and KTB will prepare the back-end system to manage the money and clear refunds of the difference to the public. This is seen as positive sentiment for KTB, but the main revenue expected is the fee for serving as clearing house, which is unlikely to be significantly high relative to previous forecasts. An additional benefit is low-cost liquidity from funds passing through the bank and user data from rail passengers that can be used to cross-sell other financial products. The brokerage maintains its 2026 profit forecast at 48.9 billion baht, up 1.4% year-on-year, and keeps its base price target at 46 baht. It expects a dividend of 2.10 baht per share for 2026, representing a dividend yield of 4.7%, and 2.21 baht per share for 2027, representing a dividend yield of 4.9%. Recommendation: accumulate.

KGI recommends buying BEM with a target price of 8.40 baht after expressway toll adjustment
KGI Securities said the increase in tolls on the Chalong Rat Expressway, also known as the Si Rat - Outer Ring Road Expressway in Bangkok, which is adjusted every five years under the terms of the investment concession contract, takes effect from 15 December 2026. Four-wheel vehicles will pay 80 baht per vehicle, up from 65 baht, and six- to ten-wheel vehicles will pay 130 baht per vehicle, up from 105 baht. This is seen as slightly positive, given traffic volume on the expressway route of about 62,500 vehicles per month, or 5.5% of the 1.1 million vehicles using the expressway each month. The impact is expected to be about 3% of expressway revenue. The tolls will undergo a major contractual adjustment in 2029, rising from 50 baht to 60 baht for the city-bound routes and from 55 baht to 65 baht for Sector C. The years 2028 to 2031 are expected to be a golden era for BEM, driven by the full operation of the Orange Line and Purple Line electric train services and the increase in urban expressway prices. Asia Plus says fiscal 2027 budget bill unlocks public investment, boosts CK and STECON
The research department of Asia Plus Securities stated that the passing of the draft annual expenditure budget bill for fiscal year 2027, worth 3.788 trillion baht, marks the start of a new round of accelerated public investment, with investment budget as high as 789 billion baht, or 20.8% of the total budget. It views the construction contractor group as the most direct beneficiary, as this unlocks bidding and accelerates investment in large-scale projects, especially rail systems, motorways, expressways, and logistics infrastructure, which will be a key source of backlog replenishment over the next 2-3 years. This makes CK and STECON the stocks most closely linked to the acceleration of budget disbursement. For the construction materials group, public investment will help support demand for cement, concrete, and domestic construction materials amid a property sector that is still recovering only modestly, with SCC, SCCC, and TPIPL as the main beneficiaries of the construction cycle recovery, while TASCO is supported by budgets for road and highway network maintenance. The research department has a positive view on the public investment theme, seeing the passing of the fiscal 2027 budget bill as an important catalyst confirming the return of the country's infrastructure investment cycle over the next 1-3 years. It recommends overweighting stocks that directly benefit from the opening of bidding and accelerated construction of public projects as the first priority, with CK and STECON as the top picks of the contractor group, while SCC and TASCO are the main representatives of the construction materials group. Issues to monitor going forward are the speed of budget disbursement, the opening of bids for transport projects, the gradual signing of new work contracts, and progress on PPP projects, which will be key factors for the timing of revenue recognition, backlog replenishment, and profit recovery in the construction materials and construction contractor groups in the period ahead.

Tesla Warns UK Driverless Car Rules Will Stifle Innovation
Tesla has attacked Britain over driverless car laws it says will "stifle innovation" and leave the UK falling behind the rest of the world. In a submission to the Department for Transport, the US carmaker warned that rules requiring vehicles marketed as self-driving to be fully autonomous "risk eroding brand confidence and deterring investment in the UK," and said the legislation would cost it "billions of dollars." The DfT did not name Tesla as the author of the complaint but said it came from a company that would have to change its branding, identifying Tesla as the only such company; a government impact assessment said Tesla would have to drop references to "self-driving" if it introduced its full self-driving system in the UK. Tesla's FSD, which can accelerate, steer, navigate junctions and park but requires driver supervision with hands on the wheel, has not been approved in the UK, where the company still offers a £99 monthly subscription to a basic version of the capability. The laws requiring the term "self-driving" to be dropped come into force in January, as Britain prepares to allow autonomous taxis in the coming months.

Boring Company Raises $3 Billion Led by UAE at $23 Billion Valuation
The Boring Company announced a $3 billion funding round on September 9, led by the United Arab Emirates and its investment funds, valuing Elon Musk's tunneling company at $23 billion. The raise is tied to the company's plan to dig tunnels across the UAE, where it signed an agreement with Dubai's Roads and Transport Authority on February 3 to build the Dubai Loop, a passenger tunnel system whose first phase runs about 4 miles and includes four stations, with digging set to start late this year. The company puts the eventual scope of its UAE work at 93 miles of tunnel or more, and the rest of the money goes to more engineers and production and operations staff, further work on its Prufrock boring machines, and expansion of the Loop systems in Las Vegas and Nashville. The round drew Sequoia Capital, Andreessen Horowitz, Temasek, Valor Equity Partners, Vy Capital, Human Capital, Shamal Holding and Baron Capital, and the Wall Street Journal reported that some investors agreed to send job candidates or open doors with city officials, with a backer who didn't deliver potentially forced to sell some shares back, a report Musk confirmed on X with one word: True. The company's last announced round was in April 2022, when it raised $675 million at a valuation of about $5.7 billion, and it calls Dubai its first construction contract outside the U.S.

Tesla Critic Gordon Johnson Slams Muted Cybercab Launch as NHTSA Opens Audit Query
Tesla critic Gordon Johnson slammed Elon Musk's Cybercab launch in Austin, saying the promised "storm of Cybercabs" never materialized and that "the robotaxi story was never about robotaxis. It was about the stock." Tesla began offering Cybercab rides Thursday only in limited areas of Austin, Texas, with Musk skipping the event and executive remarks on pricing, manufacturing and technology lasting roughly 15 minutes. Texas records showed 45 Cybercabs among 420 autonomous Tesla vehicles registered in the state, and the 45-vehicle fleet had already emerged in Texas records ahead of the launch. NHTSA opened an Audit Query into roughly 1,000 Cybercabs, examining how Tesla self-certified vehicles with no steering wheel, brake pedal, accelerator pedal or mirrors as compliant with federal safety standards, with Administrator Jonathan Morrison saying the agency fully supports safe development but must ensure all laws are followed. Tesla says Cybercab rides are now available to the public in limited parts of Austin and that Robotaxi operates with Model Ys across Texas and Florida, and the company says Cybercab will eventually anchor a larger autonomous network.
