内務省は、4兆バーツの借入に関する勅令のうちエネルギー転換向けの2兆バーツ分を財源とする国民参加型ソーラーセル事業を、10月2日までに借入金審査委員会へ提出する準備を進めている。同事業の登録受付は11月1日に開始される見通し。内務省副大臣のポンピー・スワンチャウィー氏によると、同事業は屋根への設置のみだった対象範囲を拡大し、国民が地上や水上にも設置できるようにする。ただし電力量計の設置が必要で、電力局が無償でスマートメーターに交換する。内務省が全国のスマートグリッド計画に対応するためスマートメーター購入に借入金の使用を求めているためだ。支援内容は従来どおりで、政府が1世帯当たり5万バーツの設置費用を支援する。国民は5キロワットから最大10キロワットまでのソーラーセルを設置でき、電力局が5キロワット分を1単位当たり2.20バーツで20年間の契約で買い取る。参加目標は100万から150万世帯で、予算規模は約500億から750億バーツ。関心のある人は、政府系金融機関3行、すなわち政府住宅銀行、農業協同組合銀行、貯蓄銀行から、年利2.5%、期間7年でソーラーセル設置向け融資を受けられる。売電収入を金融機関への返済に充てることについては、エネルギー事業規制委員会と国家エネルギー政策委員会が10月中に検討中だ。また、設置サービスを提供する事業者は、地方電力局と首都電力局のベンダーリスト基準を満たす必要がある。
